Africa, as most other LDCs and emergency economies is especially hirt by the doble Pandemic on health and economy.
Although significant financial aid is urgently needed, the most urgent aspect for the African regions is to organize themselves the cooperative process necessary to identify and implement the emergency measures on both sanitary and economic fields for mitigating the effects of the global depression. This policy brief deals with the IGAD case (Horn of Africa) and proposes a Solidary Fund that will help its Member States to implement an emergency system that could absorb partly but efficiently the social and economic costs due to unforeseen external events. This Fund could constitute a significant improvement in the governance of the IGAD member states as well as a major building block in their integration process based upon a regional identity.
